Funding rate is about 18% so a first degree and/or extramural activities are required.

The Irish Research Council has announced that the call for the 2021 Government of Ireland Postgraduate Scholarship programme is now open.

This programme offers scholarships for suitably qualified individuals to
pursue a research master’s or PhD (either traditional or structured), in
any discipline, at eligible higher education institutions in Ireland.
In addition, a number of targeted scholarships are offered in
collaboration with our strategic funding partners: Department of Foreign
Affairs, Environmental Protection Agency, Mét Eireann and Department of
Business, Enterprise and Innovation (DBEI).
