Offer Description

The Directorate-General for Cultural Heritage opens a tender for the award of 40 (forty) research grants, called Research Grants for Doctorates, in the area of ​​Cultural Heritage, under the FCT Research Grant Regulation (RBI) and the Statute of the Research Fellow (EBI).

Scholarships will be funded by the Foundation for Science and Technology (FCT) under the Collaboration Protocol for Financing the Multiannual Plan for Research Scholarships for Doctoral Students, signed between FCT and the Directorate-General for Cultural Heritage (DGPC).

  • The duration of the scholarships is, as a rule, annual, renewable up to a maximum of four years (48 months), and scholarships cannot be awarded for a period of less than 3 (three) consecutive months.
  • The research activities leading to the obtaining of the academic degree of doctor of the selected scholarship holders must be framed in the plan of activities and strategy of the DGPC and/or Regional Directorates of Culture (DRC's) of Portugal.

Research activities will take place in central services, museums, monuments, palaces, portuguese archaeological sites under the dependency of the DGPC, and the DRC's, which will be host institutions for grant holders, without prejudice to the work being carried out in collaboration between more than one institution.

  • Application submission

Applications and application support documents provided for in the RBI and in this Tender Opening Notice must be submitted electronically, via We Transfer or other file transfer platforms to: cienciapatrimonio@dgpc.pt. Applications submitted by other means will not be accepted.

Application support documents:

  • Candidacy form;
  • Curriculum Vitae (CV), duly updated, on the CIÊNCIAVITAE platform;
  • Qualification certificates of academic degrees held;
  • A research work plan to be developed in detail and substantiate its suitability for the institution to which you are applying;
  • A letter of motivation, in a separate field on the application form, in which the candidate explains the reasons for his application, presenting his scientific/professional path;
  • A letter of recommendation signed by the respective issuer;
  • A letter of acceptance from the director of the host facility;
  • A schedule, indicating the timing of the tasks proposed in the work plan;
  • Ensure that the scientific advisor confirms your association with the application, and submits your Curriculum Vitae;

Write the application and all documents associated with it, including letters of motivation and recommendation, in portuguese.

The work plan and scientific guidance must contribute to the execution of the mission of the DGPC or DRC and fit into the areas of work developed in the central services, museums, monuments, palaces and archaeological sites in their dependency.

The submitted work plan must contain the following components:

  • Work Plan Title;
  • Summary (maximum 150 words);
  • State of the Art (maximum 500 words);
  • Objectives (maximum 300 words);
  • Description of the Work Plan (maximum 1000 words);
  • Bibliographical References (maximum 30 references);
  • Scholarship Scientific Guidance.

Benefits

Scholarships awarded within the scope of this call will be financed by FCT with funds from the State Budget and, when eligible, with funds from the European Social Fund, to be made available under PORTUGAL2020.

Scholarship holders are awarded a monthly maintenance subsidy in accordance with the table in Appendix I of the RBI.

All scholarship holders benefit from personal accident insurance for research activities, supported by FCT.

Payments due to the scholarship holder are made by bank transfer to the account identified by the scholarship holder.

Payments for registration, enrollment or tuition fees are made by FCT directly to the national institution where the scholarship holder is enrolled or enrolled in the doctoral program.

Eligibility criteria

The following applicants are eligible:

a) Portuguese citizens or citizens of other Member States of the European Union;

b) Citizens of other countries;

c) Stateless persons;

d) Citizens benefiting from political refugee status.

Selection process

The selection criteria, expressed on a scale from 0 to 20 points, are the following:

A. Candidate Merit (weight 30%)

A.1. Curriculum Assessment (weight: 50%);

A.2. Academic Qualification (weight: 50%);

 

B. Merit of the Work Plan and adequacy to the Institution (weight 40%)

B.1. Substantiated relevance of the object of study;

B.2. Scientific quality of the state of the art and methodology of the work plan;

B.3. Feasibility of the work plan;

B.4. Adequacy of the application to the mission of the host Institution

 

C. Merit of Reception Conditions

C.1. Scientific merit and the experience of the scientific advisor(s)

C.2. Merit and appropriateness of professional experience of host institution supervisor

C.3. Demonstration of the reasons for choosing the guidance team consisting of advisor(s) and host institution(s), where the project will be developed.

Final classification = A (30%) + B (40%) + C (30%)

Additional comments

The evaluation of applications is carried out by an evaluation panel involving experts with recognized experience and scientific merit.

The evaluation results are published in each candidate's personal area on the myFCT portal at https://myfct.fct.pt, and their disclosure is published on the FCT website dedicated to the competition. 

After communication of the provisional list of evaluation results, candidates have a period of 10 working days to, if they wish, comment at a prior hearing of interested parties, under the terms of articles 121 and following of the Code of Administrative Procedure.

The final decision will be issued after analyzing the pronouncements presented in the prior hearing of interested parties. A complaint may be lodged against the final decision within 15 working days, or, alternatively, an appeal may be lodged within 30 working days, both counting from the respective notification.

Candidates who choose to submit a complaint must direct their opinion to the member of the FCT Board of Directors with delegated competence. Candidates who choose to present an appeal must address the same to the FCT Board of Directors.

 Research grant contracts are signed directly with FCT.

Failure to deliver any of the documents required to complete the scholarship contracting process, within a period of 6 (six) months from the date of communication of the decision to conditionally grant the scholarship, implies the forfeiture of said grant and the termination of the process.

 

This grant is regulated by the Notice of Opening, by the FCT Research Fellowship Regulation, approved by Regulation nº 950/2019, published in the II Series of the DR of December 16, 2019, by the Research Fellowship Statute approved by Law nº 40/2004, of August 18, in the current wording, and by other applicable national and community legislation.
