Documentary tender for the recruitment of an Assistant Professor, Physiotherapy subject area School of Health of the Polytechnic Institute of Portalegre

 

  1. Pursuant to the provisions of articles 3, 5, 10-B, 15 and 17 of the Statute for the Career of Polytechnic Higher Education Teaching Staff (hereinafter referred to as ECPDESP), approved by Decree-Law no. 185/81, of 1 July, as amended by Decree-Law no. 69/88, of 3 March, by Decree-Law no. 207/2009, of 31 August, which republishes it in the annex, and by Law no. 7/2010, of 13 May, in conjunction with the Regulations for the hiring of teaching staff in the career of the Polytechnic Institute of Portalegre (hereinafter referred to as ECPDESP), published in Notice no. 5648/2020 of 13 May.º 7/2010, of 13 May, in conjunction with the Regulation of tenders for the hiring of teaching staff in the teaching career of the Polytechnic Institute of Portalegre, published in Notice no. 5648/2020 in the Diário da República, 2nd series, of 2 April 2020, it becomes public that, by order of 10/02/2025, of the President of the Polytechnic Institute of Portalegre, issued in the use of the competences provided for in paragraph d), of no. 1, of article 92 of the Portuguese Constitution, the President of the Polytechnic Institute of Portalegre, issued in the use of the competences provided for in paragraph d), of article 92 of the Portuguese Constitution.º 1, do artigo 92.º da Lei n.º 62/2007, de 10 de setembro, e no alínea g), do n.º 2, do artigo 29.º do Despacho Normativo n.º 3/2016, de 20 de abril de 2016, publicado no Diário da República n.º 85, II Série, de 3 de maio de 2016, amended by Normative Order no. 10/2024, published in Diário de Republica no. 74, 2ª serie, de 14 de abril de 2024, call for tenders for the recruitment of an Assistant Professor, provided for in the teaching staff map of the Polytechnic Institute of Portalegre, in the form of an employment contract in public functions for an indefinite period, for the disciplinary area of Physiotherapy, is open for a period of thirty working days from the date of publication of this notice in the Diário da República.

 

  1. Place of work: Facilities of the organisational units that make up the Polytechnic Institute of Portalegre.

     

  2. Number of posts to be filled: one (1) post.

 

  1. Type of legal employment relationship to be established: Public employment contract for an indefinite period, on a trial basis for 5 years, in accordance with article 10-B of the ECPDESP.

 

  1. Expiry date:

    5.1 The tender is valid for this vacancy and will expire if it is filled or if there are no candidates. 

    5.2 The tender may also be terminated by a duly substantiated act of the President of the Polytechnic Institute of Portalegre, respecting the general principles of administrative activity, as well as the legal, regulatory and competition limits. 

     

  2. The following are cumulative requirements for admission to the tender:

    6.1 General Requirements: Hold the general requirements set out in Article 17(b) to (e) of Law 35/2014, of 20 June (General Labour Law in Public Functions, hereinafter referred to as LTFP), in its current wording:

    a. Be 18 years old;

    b) Not be disqualified from exercising public functions;

    c) Have the physical strength and mental profile required to carry out their duties;

    d) Have complied with mandatory vaccination laws.

    6.2 Special Requirements: 

    a) Candidates who hold a doctoral degree or specialist qualification obtained in accordance with Decree-Law no. 206/2009, of 31 August, in the field or in a field related to that for which the tender is open, as provided for in article 17 of the ECPDESP, may submit applications to this competition.

    b) Proficiency in spoken and written Portuguese, which may be subject to specific tests if the candidate does not come from a Portuguese-speaking country;

    c) Candidates for the tender who hold qualifications obtained abroad must provide proof of the recognition, equivalence or registration of the doctoral degree, in accordance with the applicable national legislation, by the closing date for applications. 

 

  1. Duties and functional content of the category: The assistant professor is responsible for the duties set out in Articles 2a and 3(4) of the ECPDESP. 

     

  2. Remuneration position: Provided for under the terms of the remuneration system for polytechnic higher education teaching staff, as set out in Article 35(1) of the ECPDESP and Decree-Law 408/89 of 18 November in its current wording.

 

  1. Formalising the application: 

    9.1 Applications are submitted on paper and must be formalised by filling in the application form, in electronic format, which is available on the Polytechnic Institute of Portalegre's online page, at the following address http://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento addressed to the President of the Polytechnic Institute of Portalegre and delivered in person or sent by post, with acknowledgement of receipt, to the address: Polytechnic Institute of Portalegre, Praça do Município, n.º 11, 7300-110 Portalegre, or delivered in person to the same address.

    9.2 The application must contain the following elements:

a) Full identification (name, marital status, parentage, place of birth, number and date of ID card or legally recognised document, expiry date, residence, postcode, telephone number and contact email address);

b) Academic qualifications and/or professional/academic titles;

c) Category, group or subject area to which they belong, length of service as a higher education teacher and institution to which they belong, if applicable;

d) Any other elements that candidates consider may influence the assessment of their merit or constitute grounds for legal preference;

e) Identification of the tender you are applying for, indicating the number of the notice and the date of publication in the Diário da República in which this notice was published or the BEP offer code;

f) Date and signature.

9.3 The application must be accompanied by the following documents proving the general requirements set out in article 17 of the LTFP: 

a) Criminal record certificate proving that you are not disqualified from exercising public functions, or that you are not prohibited from exercising the functions you intend to perform;

b) A declaration that you have the physical strength and mental profile indispensable for the performance of the duties for which you are applying;

c) Mandatory vaccination bulletin;

9.4 You must submit the following documents together with your application form, failing which you will be excluded from the tender:

a) Photocopy of academic qualifications certificate or other legally recognised document;

b) Documents proving fulfilment of the special requirements set out in paragraph 6.2 of this Notice;

c) Curriculum vitae, detailed, dated and signed, must be structured and presented, under penalty of exclusion, in accordance with the selection and ranking criteria of the final evaluation system, set out in points 11. and 13. of this notice, using the form made available online for this purpose at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recur…, menu Teaching Staff - Tender Procedures/Forms, and indicating the evidence that proves each of the activities, organised in accordance with what is explained in point h) of this subpoint;

d) A digital copy of the Curriculum Vitae;

e) One copy, in digital format (CD/DVD/Pen Drive), of each piece of scientific or professional work mentioned in the CV.

f) A copy in digital format (CD/DVD/Pen Drive) of the scientific-pedagogical project drawn up by the candidate, with a view to its potential contribution to pedagogical quality, in its theoretical and practical aspects, and the development of science, applied research and the provision of services to the community in the subject areas of the tender; 

g) Documents proving any other elements that candidates consider may influence the assessment of their merit or constitute grounds for legal preference;

h) Documentation sorting form, made available online for this purpose at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento, which contains a two-way identification between the supporting documents submitted and the items/facts identified in the Curriculum Vitae.

9.5 Under penalty of exclusion, the application must be structured in accordance with the instructions for organising the application/ Curriculum Vitae available at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento.

9.6 Documents must be submitted in Portuguese or English.

9.7 Candidates who are teachers at the Polytechnic Institute of Portalegre are exempt from submitting the documents in their personal file, but must state this in their application.

9.8 Failure to submit the documents required under the terms of this notice, or submitting them after the deadline, will result in exclusion from the tender.

9.9 However, when submitting applications, the documents referred to in points 9.3(a), 9.3(b) and 9.3(c) of this notice are not required, provided that candidates declare on their application form, on honour, their situation with regard to these requirements.

9.10 Failure to present the documents related to the CV submitted by the candidate means that the elements they should prove will not be valued.

9.11 If you present a false document, you will be immediately excluded from the tender and reported to the competent authority for criminal prosecution.

 

  1. Selection methods: The assessment method to be used is curricular assessment.

 

11. Criteria for selecting and ranking candidates: 

11.1 Under the terms of Article 15-A of the ECPDESP, the criteria for selecting and ranking candidates, in order to ascertain their merit for the duties to be performed, are as follows:

a) Technical-scientific and professional performance with a relative weight of 40 per cent;

b) Teaching ability with a relative weight of 35 per cent;

c) Scientific-Pedagogical Project with a relative weight of 15 per cent;

d) Other activities relevant to the institution's mission with a relative weight of 10 per cent."

11.2 The assessment of the curriculum vitae focuses on the relevance, quality and timeliness of the activities indicated in the curriculum vitae, giving a higher value to the last five years of the technical-scientific and professional component of the activities indicated in the curriculum vitae, in each of the components established in the paragraphs of the previous point.

11.2.1 The five-year period referred to in the previous paragraph may be extended by the jury, at the candidate's request, when justified by the suspension of scientific activity for socially protected reasons, namely parental leave, prolonged serious illness, and other legally protected situations of unavailability for work.

12. Under the terms of Article 23(4)(a) and (b) of the ECPDESP, the jury may ask candidates to submit additional documentation related to the curriculum submitted and may organise public hearings on equal terms for all candidates.

 

13. Final classification:

13.1 The final quantitative marks for each candidate will be expressed on a scale of 0 to 100 points and will result from the application of the following formula:

CF = (DTCP * 0.40) + (CP * 0.35) + (PCP * 0.15) + (OA * 0.10)

in which:

DTPC - Technical-Scientific and Professional Performance Component

CP - Pedagogical Capacity Component

PCP - Component referring to the Scientific-Pedagogical Project

OA - Component referring to Other Activities Relevant to the Mission of the Polytechnic Institute of Portalegre.

13.2 Candidates who obtain a final classification equal to or greater than 50 points and, as a cumulative condition, are members of research centres in the area of the tender, with FCT funding and a rating of Good, Very Good or Excellent, will be considered to have been approved on absolute merit.

13.3 All results will be rounded to the nearest tenth

 

14. Tender jury:

14.1 The jury for the tender is made up as follows:

Chair: Helena Maria de Sousa Lopes Reis do Arco, Coordinating Professor , Escola Superior de Saúde of the Portalegre Polytechnic Institute.

In the event of her absence or impediment, the Chair of the Jury will be replaced by the Coordinating Professor António José das Mota Casa Nova.

14.2 Jury deliberations:

14.2.1 The jury can deliberate when the President and at least two thirds of its members are present; 

14.2.2 Decisions are taken by an absolute majority of the votes of the jury members present at the meeting, with no abstentions allowed.

14.3 The Jury's minutes can be consulted, at the candidate's request, at Praça do Município, no. 11, 7300-110 Portalegre, during office hours.

 

15. Participation of interested parties and decision: The draft final order will be notified to candidates for the purposes of hearing of interested parties, under the terms of articles 121 et seq. of the Code of Procedure Administrative.

 

16. Notifications are made by email to the email address indicated on the application form.

 

17. The tender dossier can be consulted by candidates who wish to do so, at the Central Services of the Polytechnic Institute of Portalegre, during normal office hours.

 

18. Documents submitted by candidates will be returned at their request at least one year after the competition has ended, unless the competition has been contested in court.

 

19.
