Offer Description

TalTech Department of Software Science invites applications to fill in a tenured professor position in the field of e-government software engineering. The position will be established within the Next Gen Digital State Research Group.

The purpose of the position of Professor of E-Government Software Engineering is:

  • to manage and implement research topics and projects in the field of e-Government, especially in the field of paperless public sector administration, digitalization and optimization of processes, and the implementation of automated decisions in the context of public services;
  • to conduct teaching according to the work plan and timetable at all levels of higher education and to supervise doctoral students.

Tasks:

  • research and development activities in one's field and its organization, management of research topics;
  • developing cooperation with other research and development institutions, the state sector and companies;
  • developing one's own research direction;
  • balanced professional teaching, research and development activities in the field of e-government in accordance with the Regulation on Academic Career Management;
  • supervising doctoral, master's and bachelor's students in conducting independent research;
  • publishing the results of research and development activities; working as an expert in one's field;
  • conducting teaching (at all levels on higher education, with a focus on master's and doctoral studies) and educational development activities at a modern methodological and educational technological level in the field of e-government;
  • expected directions of research and development work: implementation of fully digital administration and data-based automated decision-making processes, possibilities of implementing artificial intelligence and new technologies in public sector services and proactive citizen services, socio-technical systems and architectural view of the information society.

Accompanying tasks: participation in the work of national and international professional decision-making bodies and committees; cooperation with the editorial boards of scientific journals, reviewing scientific articles; popularization of one's specialty and field of research; coordination of professional further education.

Specific Requirements

Required:

  • Doctoral degree in a research field related to the field of activity.
  • Successful supervision at the master's level of at least 12 defended theses; at least 1 doctoral student has defended.
  • At least 10 years of experience in conducting teaching at a university in English.
  • Previous successful experience in managing and implementing development projects related to public sector e-government.
  • Has published scientific publications in the volume of three doctoral thesis and citations are characterized by an h-index for technical sciences ≥ 10.
  • Over the past 10 years, has published more than 10 scientific articles that have been published in professional journals and conferences, e.g. Technology in Society, Digital Government: Research and Practice, International Conference on eDemocracy & eGovernment (ICEDEG), International Conference on Digital Government Research (DGO), International Conference on Theory and Practice of Electronic Governance (ICEGOV).
  • Appearance at events of scientific or other organizations or professional activity on social media.
  • Participation in the activities of professional or scientific organizations and networks.
  • Advanced level of English (C1), Estonian* recommended at basic level (A1).

The following will be useful:

  • Professional work experience in the private or public sector.
  • Research experience from a foreign university or research institution in a field related to e-government development, in particular participation as an expert in international initiatives related to digital government development and/or in European Commission working groups.
  • Research experience in the quadruple helix field, where forms of cooperation have been analyzed and implemented in the context of universities, the private sector and the public sector.

*By the end of the first assessment period, the selected candidate's Estonian language skills must be at least at level B1.

The mission of the department is to promote top science and apply it to organize bachelor's, master's and doctoral education in the areas of computer science, information systems, data science, artificial intelligence and cyber security to solve problems facing society and for sustainable development.

The Next Gen Digital State Research Group increases the competence of digital state development through education, research and knowledge transfer. The main research directions of the working group are: to solve questions about how the state can support and develop the current and future needs of citizens with new technologies. In cooperation with Estonian and international institutions, we develop government technology research, focusing on artificial intelligence architecture, data analysis and the socio-economic impacts of technology implementation. The research group aims to be a leader in digital state research.
